The only way to become a citizen in Dubai is to beborn to an Emirati parent, marryan Emirati man or be a pro football player playing for UAE national. Children of foreigners born in Dubai do not have the same rights of local citizenship; instead they assume the nationality of the parents. Only in rare instances will the Dubai ruler grant citizenship to a foreigner who has shown extreme dedication to the city.
